Brennan, shares his insights on why Portland’s real estate market is soaring. We’ll also hear from Jeff Levine, Director of Planning & Urban Development and Tammy Munson, Inspections Division Director, about the City's new streamlined building permit application process.
Mayor Brennan will talk about the role of municipal government in supporting a strong and prosperous economy. His remarks will include the importance of municipal investment in public infrastructure, streamlining development regulations to create a business friendly environment and investment in education and workforce training for tomorrow's jobs.
Jeff Levine and Tammy Munson will discuss the assessment of the City's building permit process that was completed last fall, and the changes they are making to the system in response to that assessment.

Michael F. Brennan is the first popularly elected Mayor for the City of Portland in nearly nine decades. Mayor Brennan was elected November 8, 2011 and was inaugurated for a four-year term December 5, 2011. Having received more than 55% of the vote following the elimination of thirteen candidates through ranked choice voting, Mayor Brennan became the first full-time Mayor for the city following changes to the City Charter approved by the voters in November 2010. The Charter Commission amendments called for a citywide election for the City’s Mayor through ranked choice voting. Prior to these changes, the City’s Mayor was elected by and chosen from among the nine-member City Council for a one-year term.
As the city’s top elected official, Mayor Brennan has implemented several initiatives designed to encourage economic development and job creation as well as support and strengthen the city’s diverse neighborhoods. He represents the city’s interests in Augusta and Washington D.C. where he advocates for the city, its residents and businesses.
Jeff Levine, AICP, is the City of Portland’s Director of Planning & Urban Development and has been involved with land use planning on the local and regional level for 20 years. Before coming to Portland, he was the Director of Planning & Community Development for Brookline, MA, where he managed the completion of the town's award-winning Comprehensive Plan and a public realm plan for the Route 9 corridor into Boston. A New England native, he has been involved in a number of land use transformations, including the redevelopment of the Assembly Square district in
Somerville, MA; planning for the introduction of a new light rail transit line in Somerville;
redevelopment of John Kennedy’s boyhood church into a mixed-income housing development in Brookline; and the redevelopment of the Bayside district in Portland. Jeff has also been involved in Metropolitan Planning Organizations in Boston, on Cape Cod, and in Portland. Jeff serves as an
adjunct faculty member in the planning program at Tufts University, where he teaches a class in local public finance.
Tammy Munson has been the Inspections Division Director for the City of Portland since 2008. The Inspections Division is responsible for the enforcement of the City’s building, plumbing, electrical, housing, solid waste and land use codes. Each year, the Inspection Division’s Permitting Team reviews thousands of building plans, and field staff conducts thousands of inspections to ensure quality construction, the safety of Portland’s housing and the proper use of the land. Tammy directs and supervises staff in managing and coordinating all permit reviews, assigns staff to various construction related inspections, assists with difficult technical construction and permitting issues, directs staff on various housing complaints and .legal issues, coordinates daily work load and assignments for front staff personnel, works closely with the Fire Department and Police Department on coordinating inspections involving multiple agencies.
