This very informative session will explain what is required of the City and why residents and businesses may be tapped to pay fees for stormwater infrastructure, similar to fees currently paid to sewer and water utility districts.
The goal of the Federal Clean Water Act was to make all our nation’s waters fishable and swimmable by 1985. After decades of work on big industrial polluters and municipal sewer systems, the nation’s waters are still polluted. The greatest source of pollution in the nation’s surface waters today, stormwater, is also the most difficult to address.
Bangor and other urbanized areas in Maine are no different. Myriad legal requirements and a desire for a healthy environment are leading Bangor to plan for the removal of stormwater pollutants. This discussion will provide the audience with an understanding of the work the City of Bangor and others are doing to clean up our streams, what work is left to do, and the funding options being considered by the City to pay for this work. The discussion will inform the audience about the feasibility study currently being conducted in order to determine whether a utility district, similar to sewer and water districts, would be an appropriate funding source for Bangor. The study will project what fees would need to be generated to address stormwater in a comprehensive manner. The James W. Sewall Company has teamed with the marketing firm Packard Judd Kaye to assist the City with the Stormwater Utility Feasibility Study. Members of their team have assisted numerous other local governments with the implementation of stormwater utility districts in other States.
