MEREDA Brings Together Industry Leaders to Collaborate and Innovate on Housing

On Tuesday, May 7, some 300 members of Maine’s real estate industry gathered in Portland for the Maine Real Estate & Development Association’s (MEREDA’s) 2019 Spring Conference on the future of housing in Maine.  With housing at a critical juncture in Maine, MEREDA and its members are committed to finding ways to respond to existing challenges and support responsible development for the future.

“MEREDA and its members want to be part of the solution, which is why we put this important conference together,” says Gary Vogel, MEREDA President. Vogel gave introductory remarks at the conference which brought together industry leaders to collaborate and innovate on finding solutions for the housing challenges Maine faces.

The conference included a keynote presentation by Dr. Lynn Fisher of the American Enterprise Institute in Washington, D.C. Dr. Fisher provided both national and state economic data, painting a bigger picture of the housing situation.  Reflecting on the nearly 10-year economic recovery in our country, Fisher says, “Economic expansion does not die of old age,” but noted it is important to recognize that this is a mature cycle.  Fisher’s presentation included a discussion of finding ways to produce more housing at a lower price point and seeking out inventive policies to address the myriad of issues inherent to housing in Maine.

Martin Ditto of Ditto Residential in Washington, D.C. also provided a keynote and spoke about his mission to build cohousing communities as one possible solution to the housing crisis.  He urged real estate developers to think beyond merely building houses, but to help create communities where people can connect with one another.

The event also included a panel discussion with local experts Dan Brennan of MaineHousing, Matt O’Malia of GO Logic, and Hannah Pingree the Director of the Governor’s Office of Policy and Management, as well as questions from the audience.  Dan Brennan laid out the needs of Maine: “Maine needs 20,000 more affordable homes in the state.  Our most recent production has been around 300 units per year.  Our goal is to get to 1000.” On building affordable housing he continued, “We know how to do it, we’re just not doing enough of it.”

Looking to the future, Matt O’Malia and Hannah Pingree spoke on the need for more efficient homes.  O’Malia, an architect by training, has developed a sustainable insulation product made from wood fiber which will be produced in Maine and provide jobs for Mainers.  Making homes more efficient and better insulated is a goal of Governor Mills’ administration, and Pingree spoke about the challenge of keeping people in their homes and able to afford to heat them.

With the advent of tiny homes and 3-D printed homes, the panel acknowledged the need for more innovative approaches to housing. Whether or not people will want these types of homes remains a question, but thinking outside the box on how to produce affordable housing needs to be part of the conversation.  As Fisher pointed out earlier in the conference, innovation also needs to be applied to the policy side of things.  Having a few brave mayors and town councils try out different zoning policies could have a big impact on how communities can answer the need for housing.

At the end of the day, the conference showed that there are no easy answers to the housing problem in Maine, but getting the right people together in the room to discuss ideas and solutions is where we need to start. “We look forward to continuing this conversation with developers, governmental officials, lenders, brokers and homebuyers to work on turning the ideas from the conference into practice and working on additional solutions to the housing issues faced by Mainers,” said Vogel.

Challenges and Opportunities: The MEREDA Index Tells the Story of Maine’s Real Estate Markets

Industry leaders gathered in Portland on May 7 to attend the Maine Real Estate & Development Association’s (MEREDA’s) Annual Spring Conference to discuss solutions and challenges in the future of housing in Maine.   As part of the Conference, MEREDA released its 13th edition of the MEREDA Index, a key economic indicator for the state of Maine. With increased construction costs impacting projects statewide, there are many questions as to how the real estate market will be affected.  While the Index showed a slight 2% ebb primarily because of declines in the commercial market, Index commentators see vibrant, active markets with plenty of opportunities in the future.

“I’ve always found the MEREDA Index to be an extremely valuable tool,” says Tim Soley of East Brown Cow Management, Inc.  “Not only is it a great source for measuring changes in our industry over time, but it is also a wellspring of information from industry leaders sharing their insights,” continues Soley.

Regarding rising construction prices, Richard Brescia of Cianbro says, “Considering that budgets for today’s construction projects may have been developed a year or two years ago, the costs increases are sobering for owners.  Looking ahead, Cianbro believes contractors can mitigate this by employing creative solutions such as lean construction principles and a collaborative construction management (CM) delivery approach.”

The MEREDA Index was tabulated by economist Dr. Charles Colgan and is a measure of real estate activity designed to track changes in Maine’s real estate markets.  The Index is a composite of nine seasonally adjusted measures reflecting both new development and transactions involving existing properties and it covers both the commercial and residential markets statewide.  This most recent release covers the last quarter of 2018 through the first quarter of 2019 and includes commentary from Tim Soley of East Brown Cow Management, Inc.; Joseph Porta, SIOR of Porta & Co. Commercial Real Estate; Elise Kiely, Esq. of Legacy Properties Sotheby’s International Realty, and Richard Brescia of Cianbro.

Our Presenters:

Philip S. Drew, City Assessor has been serving in his current position since January 2015.  He is responsible for all aspects of the day to day operation and long term planning of the Assessing Department, managing the departmental personnel, and conducting assessments of personal and real property for the City of Bangor.

Philip currently, serves as a board member of the Maine Chapter of the International Association of Assessors. Philip lives in Glenburn with his wife Mary.

Jeff Wallace, a graduate of Maine Maritime Academy, has worked for the City of Bangor for ten years.  During the first nine years he managed the City’s home repair program; said program provided low interest loans to Low to Moderate Income homeowners to complete needed repairs.  He has been a certified Code Enforcement Officer since 2014 and the Director of Code Enforcement since April, 2018.  He lives in Bangor with his wife Kristen and two children, Zachary and Sarah.

Jason Bird is the Housing Development Director for Penquis.  Jason oversees an existing portfolio of over 300 units of affordable housing in the Eastern Maine region and is responsible for developing new affordable housing and acquiring existing rental housing properties.

Before joining Penquis, Jason worked for 10 years doing community and economic development at the municipal and regional levels. Jason holds a Bachelor of Arts in Political Science and a Masters of Public Administration, both from the University of Maine.  He currently serves on the Board of the Maine Affordable Housing Coalition.

Come learn about Portland’s economic growth in the East End over the last ten years, including the public-private sector partnerships which support it. In 2004, the Portland City Council approved a plan for the eastern waterfront of the city that proposed a new street grid, redevelopment of the old Portland Company site, and a mix of uses and buildings to integrate with the historic fabric of the area. Since that time, the City has completed new zoning for the area, and a new Comprehensive Plan that sets a framework for growth. Hear from City officials about how this work proceeded from planning, to action, to partnership, and how the City continues to work to manage the impacts of development through innovative strategies to manage mobility, parking and quality of life issues.

About the Panelists:

Jeff Levine, AICP, has been involved with land use and economic development planning on the local and regional level for 20 years. In Portland, he has built a team that has led projects such as Portland’s Plan 2030; development of a form-based code for the India Street neighborhood; creation of an inclusionary housing ordinance and robust Housing Trust; and other changes to operations and local ordinances to promote a sustainable city. Before coming to Portland, he was the Director of Planning & Community Development for Brookline, MA, where he managed the completion of the town’s award-winning Comprehensive Plan and a public realm plan for the Route 9 corridor into Boston. Previously, he worked as the Director of Transportation & Long Range Planning for the City of Somerville, MA, and as a regional planner for the Cape Cod Commission. A New England native, he has been involved in a number of land use transformations, including the redevelopment of the Assembly Square district in Somerville; planning for the introduction of a new light rail transit line in Somerville; and redevelopment of John Kennedy’s boyhood church into a mixed-income housing development in Brookline. Jeff has also been involved in Metropolitan Planning Organizations in Boston, on Cape Cod, and in Portland. Jeff is an adjunct faculty member at the Muskie School of Public Service, and was previously an adjunct at Tufts University, at the University of Massachusetts at Amherst, and at the APA Planning Leadership Institute. He has a degree in economic development planning from the University of Minnesota and an undergraduate degree from Wesleyan University.

Greg Mitchell has over thirty-five years of economic development work experience in public and private sectors including non-profit organizations located in South Florida and throughout Maine. He has been the Economic Development Director for the City of Portland for ten years. His present work involves business recruitment and retention, advocacy of business interests in City government, marketing, lead negotiator with economic development projects and City real estate transactions.  Greg has degrees in business administration and economics from Norwich University and Florida Atlantic University.

The Future of Housing in Maine: Opportunities and Solutions

On May 7th, the Maine Real Estate & Development Association (MEREDA) will host an exciting, informative, and solutions-based presentation for anyone living or working in Maine. Housing is reaching a critical juncture here, and MEREDA’s members are at the forefront, finding ways to respond to existing and changing housing needs, and support responsible development. Our Spring Conference will focus on understanding the various ages and demographics needing housing and their impact on developing appropriate housing stock.

“Housing is a huge issue in Maine affecting individuals, businesses, and communities, and a constant subject of discussion among MEREDA members,” says Gary Vogel, MEREDA President. “We want to be part of the solution. So we’ve decided to focus an entire conference on this issue, to bring together industry leaders to collaborate and innovate on this important topic,” continues Vogel.

Headlining the event we have Lynn Fisher. Lynn, a Resident Scholar at the American Enterprise Institute, will deliver a data rich baseline of information, encompassing national and regional trends. Martin Ditto, a Washington, D.C. developer deeply involved in the emerging national trend of Cohousing, will share success stories and his process for recognizing innovative housing solutions.

Bringing these inspiring topics home to roost are Matt O’Malia, Hannah Pingree, and Dan Brennan. Matt, a design/build innovator and principal and co-founder of GO Logic, is developing a European insulation product using paper. His product will create savings in both construction and heating, create jobs here in Maine, and take advantage of a natural product we have in abundance. Hannah, Director of the Governor’s Office of Policy and Management, will be speaking to Policy and will tell us how the state and federal government can help. Finally, Dan, with 25 years of experience at MaineHousing, will share his insight and knowledge of both policy and lending products exclusively for funding affordable housing development.

The conference format will be engaging, interactive, and conversational. There will be many opportunities for audience interface and questions. As a bonus to this year’s Spring Conference, we are offering ACCESS tickets, to a private cocktail party following the conference, where the conversations can continue in a small group setting.

About the Panelists

Josh Fifield is currently a Senior Account Executive at Clark Insurance, a 100% Employee Owned Company headquartered in Portland ME, where he partners with businesses to offer customized commercial insurance solutions. Josh draws from over 15-years of experience in the insurance industry, having worked on both the agency side and carrier side as an underwriter at MEMIC. Josh serves as a director on MEREDA’s Board and co-chairs MEREDA’s Marketing & Membership committee. As a community leader, Josh serves as a director on the Maine Real Estate Development Association (MEREDA) Board and co-chairs MEREDA’s Marketing & Membership committee. He is also a board member for Portland Little League and Vice Chair for Town & Country Federal Credit Union.

Roxane Cole is an entrepreneur.  After graduating from the University of Maine at Orono she taught school briefly but found her strong interest was entrepreneurial ventures. At age twenty-five she founded and co-owned a chain of retail stores and a mail order business which she sold before entering the field of commercial real estate. In February 2010, after decades as a commercial broker, she founded the firm Roxane Cole Commercial Real Estate.  With her 30 years of experience as a commercial broker, Roxane has made an indelible impact on Maine’s real estate industry and MEREDA.  Roxane has been an active member of MEREDA’s Board of Directors since 2003, having served as president from 2006-2008 and recently received MEREDA’s 2018 President’s Award.

Erin Cooperrider is a partner at NewHeight Group, a Portland-based development firm and Development Strategist for Community Housing of Maine, a 25-year old non-profit affordable housing developer also based in Portland. In her work with NewHeight Group, Erin manages permitting, financing, and the construction process. During her tenure at CHOM, Erin helped to grow the organization’s asset base from $7 to more than $60 million. Before joining CHOM in 2002, Erin worked in commercial real estate development in Maine, and asset management and real estate development consulting outside of Maine. Erin was a co-founder of The Signal Group, a 23-year old real estate services company based in Portland, Maine. She serves on the Advisory Council of the Federal Home Loan Bank of Boston. Erin received her undergraduate degree from Duke University and her graduate degree from Stanford University.

Kim Twitchell, Maine Regional President at NBT Bank has approximately 30 years of experience in commercial banking in Maine, with the last 20 focused primarily in commercial real estate.  Kim started her career as a commercial analyst with Fleet National Bank in 1989 and spent 17 years with Fleet/Bank of America before joining TD Bank in 2006 as a senior lender and commercial real estate manager.  Kim joined NBT Bank in November 2014 as their Regional Commercial Banking Manager and is currently the Regional President for NBT’s Portland, Maine operation and is board member of MEREDA, Avesta Housing Development Corporation and Community Housing of Maine.

Four Real Estate Leaders Honored at the MEREDA Forecast Conference in Portland

A record of nearly 1000 of Maine’s real estate professionals gathered on January 17 to hear experts give statewide economic projections at the Maine Real Estate & Development Association’s (MEREDA)’s annual Forecast Conference, sponsored by TD Bank, in Portland.

In addition to a daylong event featuring economic overviews by region and by industry, the 2019 MEREDA Forecast Conference included an awards ceremony to recognize four outstanding industry professionals, each selected for their contributions to MEREDA and, more generally, to the health of the Maine real estate market over the last several years.

Patterson, Jr. Founders’ Award, for his significant contributions to the state’s real estate industry and stalwart support of MEREDA over the years.  An active member of MEREDA’s Board of Directors from 2009-2018, Noel also served on MEREDA’s Membership & Marketing Committee, and was recognized with MEREDA’s Volunteer of the Year Award in 2011. MEREDA is also appreciative of Noel’s and Norway Savings Bank’s involvement and support of MEREDA’s morning menu breakfast series over the past 13 years.

With a banking career spanning over 40 years, Noel has worked in both commercial and retail banking and held executive positions in regional and community banks across New England.  Most recently, Noel has served as Regional Vice President of Commercial Lending for Norway Savings Bank and is responsible for the bank’s commercial lending in Southern Maine.

Noel is also active in his community as a youth hockey coach and firefighter.  He has been with the Kennebunkport Fire Department for the past 25 years where he serves as the district chief.

This year’s President’s Award went to Roxane Cole of Falmouth, in recognition of her significant contributions on MEREDA’s behalf.

With her 30 years of experience as a commercial broker, Roxane Cole of Roxane Cole Commercial Real Estate has made an indelible impact on Maine’s real estate industry and MEREDA.  Roxane has been an active member of MEREDA’s Board of Directors since 2003, having served as president from 2006-2008. Her leadership was instrumental in her work on Portland’s Business Diversity Task Force, where she was able to help create consensus and craft a workable ordinance.  For her contributions, she received MEREDA’s 2009 Public Policy Award.  Roxane’s strong support of MEREDA continues—from participating on MEREDA’s public relations search committee to providing commentary for the current edition of the MEREDA Index—Roxane will always step up to help.

Roxane has also served the Portland community over the years in various roles such as: past Chair of the Greater Portland Regional Chamber of Commerce, past president of Portland’s Rotary Club, founding board member of the Maine Commercial Association of Realtors, and as a founding board member of the University of Southern Maine Foundation.

Senator Nate Libby, of Androscoggin County, received MEREDA’s Public Policy Award for his significant impact on public policy changes to benefit responsible real estate development and ownership in Maine.

As an advocate for responsible development, home ownership, and reasonable regulation, Senator Libby has distinguished himself as a champion of the issues that matter most to MEREDA. He has demonstrated a willingness to engage with members of the development community, respond to the concerns of the industry, and serve as a tireless advocate.

During his 6 years of service in the Maine Legislature, Senator Libby has sponsored, co-sponsored and supported numerous pieces of legislation of interest to our association, including bills to clarify and simplify the permitting process at the state and municipal levels. He has, in fact, sponsored several bills that were drafted by MEREDA’s public policy committee, and he has worked closely with us to help secure their passage.  In addition, he has sponsored legislation to expand the Maine New Markets Tax Credit, fund the Maine Historic Tax Credit program, fund housing for seniors and support the Tax Increment Financing program.  As a former property manager and a consultant in the economic development community, Senator Libby truly exemplifies the value of a citizen’s legislature, bringing his every day experiences and practical knowledge to the development of public policies for the state of Maine.

Senator Nate Libby currently serves as the Majority Leader in the Maine Senate, having previously served one term in the House and two terms in the Senate, including as Assistant Minority Leader.

Bev Uhlenhake, of Brewer, received MEREDA’s Volunteer of the Year Award for enthusiastically sharing her time and energy and passions with the organization.

Bev has served on MEREDA’s Board since 2012 and has been an essential partner helping MEREDA grow its presence in the Bangor area.  From helping to organize and emcee our Bangor-area events, participating as a speaker at several of MEREDA’s annual conferences, participating on the Public Policy Committee, to contributing to our Developer Roundtable session which helped shape MEREDA’s upcoming legislative agenda—Bev continually devotes her skills and her enthusiasm to help MEREDA and its mission to promote responsible development in the state of Maine.

A broker at Epstein Commercial Real Estate, Bev works in all sectors of the commercial market and has brokered a range of sales, leases, and build to suits for local and national clients.  Bev is currently serving her second term as Mayor of the city of Brewer, where she has been on the city council since 2013.  She also serves as the Immediate Past President of the Rotary Club of Bangor and is involved in a number of other statewide and local organizations including the Brewer Business Alliance. Bev also ran for the Maine State Senate in 2018.

Next, MEREDA will recognize notable projects from the last year in Maine commercial real estate. That awards ceremony is scheduled as part of the organization’s spring conference, on May 7, 2019.
